Military leaders say Congress must stop sequester

WASHINGTON (AP) ? The billions of dollars in defense budget cuts scheduled to begin at the end of the week will have a swift and severe impact on military readiness and Congress needs to take fast action to stop them, members of the Joint Chiefs of Staff said Tuesday in an 11th hour bid to keep the reductions from going into effect.

Testifying before the House Appropriations defense subcommittee, the five uniformed leaders of the military branches described how national security would be put at risk if they are forced to make deep decreases in spending for personnel, training, and equipment modernization programs.

Their appearance marks the fourth time in the last three weeks that top Pentagon's leaders have testified before a congressional oversight committee about how the country's fiscal outlook affects the armed forces. Their warnings of a looming readiness crisis haven't changed, but the pending deadline has made them more urgent.

"If we do not have the resources to train and equip the force, our young men and women will pay the price, potentially with their lives," said Gen. Ray Odierno, the Army chief of staff.

Despite the dire predictions, many of the cuts to hit the Defense Department and other federal agencies would come in later years and could be partially offset by cuts in programs that are wasteful or behind schedule. Rep. Duncan Hunter, R-Calif., criticized Defense Department officials earlier this month for "adding drama" to the budget debate by publicly highlighting the cuts to the readiness accounts. Hunter, a former Marine who served two tours in Iraq and one in Afghanistan, is a member of the House Armed Services Committee.

The automatic cuts, known as a sequester in Washington speak, are scheduled to begin on March 1 and are the result of Congress' failure to trim the deficit by $1.2 trillion over a decade. The Pentagon faces a $46 billion budget reduction through the end of September, and additional cuts would come in future years as long as the sequester remains in effect. The military also has to absorb a $487 billion reduction in defense spending over the next 10 years mandated by the Budget Control Act passed in 2011.

The military's fiscal challenges are further complicated by the lack of a budget for the current fiscal year, according to defense officials. Congress hasn't approved one. Instead, lawmakers have been passing bills called continuing resolutions, which keep spending levels at last year's rates. That means the Pentagon is operating on less money than planned, compounding the financial problem facing the armed forces.

The main problem with the sequester is not the size of the cuts to the defense budget, but rather the across-the-board way they are administered, according to Todd Harrison of the nonpartisan Center for Strategic and Budgetary Assessments in Washington.

The military has very little flexibility under the law to make smart spending reductions, he said. "High-priority, successful programs must be cut by the same percentage as wasteful, redundant, and low-priority programs," Harrison said.

Yet even with the sequester, the Pentagon will still maintain an annual budget, adjusted for inflation, of well over $500 billion a year for the rest of the decade. That's a modest reduction when compared to the previous drawdowns in defense spending that came after the wars in Korea and Vietnam and the Cold War, Harrison said.

Gen. James Amos, the Marine Corps commandant, told the defense subcommittee that the sequester combined with the lack of a 2013 defense budget will have a "devastating impact" on military readiness and create "unacceptable levels of risk" to the U.S. national security strategy.

Amos said America's allies and enemies are watching to determine whether the country remains able to meet its commitments overseas. "Sequestration viewed solely as a budget issue would be a grave mistake," he said.

Gen. Mark Welsh, the Air Force chief of staff, said the sequester and the failure to pass a 2013 budget will "combine to render us unable to continue our current and expected level of operations."

The Pentagon has previously announced that it is cutting the U.S. aircraft carrier presence in the Persian Gulf region from two carriers to one, and Adm. Jonathan Greenert highlighted that move as one of the most significant effects of the sequester.

Greenert, the chief of naval operations, also said that if a 2013 budget isn't passed, the Navy will have to stop the refueling overhauls to two other carriers - the USS Abraham Lincoln and the USS Theodore Roosevelt - and delay the construction of other ships.

Anti-bacterial hand wash and sanitizer have become prevalent in many households, and that same concept is making their way to handheld technologies--albeit, a bit more sophisticated.

Microsoft has put in another patent that will deploy the use of UV tech to eradicate harmful bacteria (possibly normal flora, as well) on their mobile gadgets.? The patent submitted by Microsoft basically covers the use UV light to disinfect people?s fingertips if they come in contact with a touchscreen.? Basically, the UV light bounces through a film on or inside the screen, thereby, zapping micro-sized critters without directly blasting every parts of the user.? Keep in mind that Microsoft has been pursuing the anti-bacterial UV tech for quite some time now, and this latest submission is just an improvement on previous proposed methods.

It?s unknown when Microsoft will integrate this method of bacterial annihilation into their lineup of gadgets, but rest assured you don?t have to wait because some hand sanitizer, Windex and toilet papers will do the job just as well.

(AP) ? Futurists have long proclaimed the coming of a cashless society, where dollar bills and plastic cards are replaced by fingerprint and retina scanners smart enough to distinguish a living, breathing account holder from an identity thief.

What they probably didn't see coming was that one such technology would make its debut not in Silicon Valley or MIT but at a small state college in remote western South Dakota, 25 miles from Mount Rushmore.

Two shops on the School of Mines and Technology campus are performing one of the world's first experiments in Biocryptology ? a mix of biometrics (using physical traits for identification) and cryptology (the study of encoding private information). Students at the Rapid City school can buy a bag of potato chips with a machine that non-intrusively detects their hemoglobin to make sure the transaction is legitimate.

Researchers figure their technology would provide a critical safeguard against a morbid scenario sometimes found in spy movies in which a thief removes someone else's finger to fool the scanner.

On a recent Friday, mechanical engineering major Bernard Keeler handed a Red Bull to a cashier in the Miner's Shack campus shop, typed his birthdate into a pay pad and swiped his finger. Within seconds, the machine had identified his print and checked that blood was pulsing beneath it, allowing him to make the buy. Afterward, Keeler proudly showed off the receipt he was sent via email on his smartphone.

Fingerprint technology isn't new, nor is the general concept of using biometrics as a way to pay for goods. But it's the extra layer of protection ? that deeper check to ensure the finger has a pulse ? that researchers say sets this technology apart from already-existing digital fingerprint scans, which are used mostly for criminal background checks.

Al Maas, president of Nexus USA ? a subsidiary of Spanish-based Hanscan Indentity Management, which patented the technology ? acknowledged South Dakota might seem an unlikely locale to test it, but to him, it was a perfect fit.

"I said, if it flies here in the conservative Midwest, it's going to go anywhere," Maas said.

Maas grew up near Madison, S.D., and wanted his home state to be the technology's guinea pig. He convinced Hanscan owner Klaas Zwart that the 2,400-student Mines campus should be used as the starter location.

The students all major in mechanical engineering or hard sciences, which means they're naturally technologically inclined, said Joseph Wright, the school's associate vice president for research-economic development.

"South Dakota is a place where people take risks. We're very entrepreneurial," Wright said.

After Maas and Zwart introduced the idea to students this winter, about 50 stepped forward to take part in the pilot.

"I really wanted to be part of what's new and see if I could help improve what they already have," said Phillip Clemen, 19, a mechanical engineering student.

Robert Siciliano, a security expert with McAfee, Inc., minimized potential privacy concerns.

"We are hell bent on privacy issues here in the U.S. We get all up in arms when someone talks about scanning us or recording our information, but then we'll throw up everything about us on Facebook and give up all of our personal information for 10 percent off at a shoe store for instant credit," he said.

Jay Stanley, senior policy analyst with the American Civil Liberties Union, said fingerprint technology on its own raises security issues, but he called "liveness detection" a step in the right direction.

"Any security measure can be defeated; it's a question of making it harder," he said.

The key to keeping biometric identification from becoming Big Brother-like is to make it voluntary and ensure that the information scanned is used exactly as promised, Stanley said.

Brian Wiles, a Miles mechanical engineering major, said it's exciting to be beta testing technology that could soon be worldwide.

"There was some hesitation, but the fact that it's the first in the world ? that's the whole point of this school," said Wiles, 22. "We're innovators."

Ingram wins Miami-Dade teachers union election

After needing about 36 hours to count some 7,000 votes, the United Teachers of Dade finally announced a winner of its leadership elections Thursday morning.

Fedrick Ingram, the union?s secretary/treasurer, netted just under 51 percent and beat out four competitors. He will take the post in May when current union boss Karen Aronowitz steps down.

He will be the union?s first black president.

Tom Gammon won the union?s first vice president post.

A March 19 runoff will be needed to decide Ingram?s successor as secretary/treasurer.

All three posts pay six figures.

Ingram?s victory ends a long two-day stretch that began Tuesday with union members filling out ballots in their schools. Results were expected in by early Wednesday, but vote counting slowed dramatically and dragged through Wednesday and into Thursday morning after scanners and vote-tallying software malfunctioned.

The problems led to a legal challenge by three of Ingram?s competitors. A hearing is scheduled for 9 a.m.

Current First Vice President Artie Leichner, among the three who challenged the election, sent a statement Thursday morning urging those who supported other candidates to get behind Ingram.

?Everyone needs to stand together and demand respect,? he said. ?I am prepared to retire and pass on the torch.?

'Bachelor' Sean Lowe: Tierra 'duped' me

Sean Lowe doesn't hold his emotional punches! Sean sat down with host Chris Harrison for "The Bachelor: Sean Tells All" special, in which he spoke honestly about feeling "duped" by polarizing contestant Tierra LiCausi, who is now engaged to another man. He also reveals who he wishes he would have kept in the competition instead of Tierra.

During the special, Sean also talked about his tense conversation with Desiree's brother Nate during Tuesday night's episode, admitting, "I wanted to punch him." But was Nate the reason Sean ended up sending fan-favorite Des home?

Though tensions between Tierra and the rest of the ladies had been building all season, it came to a head in St. Croix, which lead to Sean asking her to leave before the rose ceremony after her emotional breakdown.

"When I watch it back, I'm like, 'Man I was such a fool,' because I really do feel like I was duped," Sean admits. "Oh man. My take is Tierra never should have come on the show. She's not suited for this show. She doesn't know how to handle herself in this environment. I hope that she's learned from this, but she's a woman who simply can't get along with her peers."

Sean maintains that he had no idea what was going on in the house with the controversial contestant and reveals, "Had I caught wind of everything the girl did earlier, I wouldn't have kept her. In hindsight, I wish I would have kept Jackie on the 2-on-1."

But Tierra wasn't the only villain this season as fans were shocked to see how aggressive Des' brother Nate was with Sean during her hometown date, saying he didn't think Sean really liked his sister and calling him "a playboy."

When asked by Chris if Des had told him about her brother, Sean says, "Des had told me that her brother had gotten into some trouble as a youth and he's kind of straightened himself out, but he's still a little wild at heart. She definitely didn't prepare me for what transpired. At first I even thought maybe he's joking, but after 30 seconds of him ranting, I started to realize he's not joking."

And the conversation with Nate brought out a side of Sean viewers had never seen before. "I really wanted to hit him. I really did, because I can't think of a bigger insult to hurl towards me because that's not who I am at all," Sean reveals. "Anyone who knows me knows I'm the furthest thing from a playboy. Attacking my character is the quickest way to get me heated, but I knew Des and her parents were sitting just inside the house. I didn't want to make this a bigger ordeal than it already was. So it took everything in me just to basically control my emotion."

Something viewers didn't see was that Nate "was the first person I spoke to that evening," Sean reveals, as a clip of the brother telling Sean he "seems like a nice dude" plays. "I chalk it up to him being a jack---," the Bach says of Nate's change of heart during the night.

But was Des' brother's behavior the reason Sean sent her home? "I think I would be lying to myself if I didn't say her brother influenced me a little bit; just picturing myself being in their family. I'm not sure I want this guy as my brother-in-law," Sean admits, "but there were other areas in my relationship with Des that were lacking."

Government backs Ofgem plans to make energy bills fairer

Ofgem said the reforms would begin to come into force this summer, while the cap on tariff numbers is planned to be in place from next winter.

Alistair Buchanan, Ofgem chief executive, said the proposals would see "the most radical shake-up of the energy retail market since competition began."

?My message to the suppliers is ? don't wait for the legal process to take effect. Most have already embraced the reform agenda and now the way is clear for all of them to work with Ofgem to bring in reforms as soon as possible.?

Angela Knight, chief executive of Energy UK, which represents energy companies, said: "The concerns of customers and politicians have been heard loud and clear by the companies [...] The industry will be working closely with the regulator and with Government on all the next stages of their reform programme.?

Mr Buchanan warned households this week to prepare for a sharp rise in energy bills within two years, as he said that British energy supplies are on a ?roller-coaster? heading ?downhill fast?,

Writing in The Daily Telegraph, Mr Buchanan warned: ?We have to face the likelihood that avoiding power shortages will also carry a price.?

Woman, 104, forced to lie about age on Facebook

GROSSE POINTE SHORES, Mich. (AP) ? Marguerite Joseph can be forgiven for lying about her age on Facebook.

The 104-year-old Michigan woman's granddaughter says Joseph is unable to list her real age on the social media site.

Gail Marlow says when she tries inputting her grandmother's birth year as 1908, Facebook changes it to 1928. So for the past two years, the Grosse Pointe Shores centenarian has remained 99 ? online, anyway.

Joseph is legally blind and can't hear well, but Marlow reads and responds to all of her Facebook messages.

Marlow tells WDIV-TV (http://bit.ly/Y7HQM2 ) she "would love to see" Joseph's real age displayed on Facebook and chalks up her inability to do so to "a glitch in the system."

A Facebook official did not immediately respond to a message Wednesday seeking comment.

(AP) ? Cyberattacks that stole massive amounts of information from military contractors, energy companies and other key industries in the U.S. and elsewhere have been traced to the doorstep of a Chinese military unit, a U.S. security firm alleged Tuesday.

China's Foreign Ministry dismissed the report as "groundless," and the Defense Ministry denied any involvement in hacking attacks.

China has frequently been accused of hacking, but the report by Virginia-based Mandiant Corp. contains some of the most extensive and detailed accusations to date linking its military to a wave of cyberspying against U.S. and other foreign companies and government agencies.

Mandiant said it traced the hacking back to a neighborhood in the outskirts of Shanghai that includes a drab, white 12-story office building run by "Unit 61398" of the People's Liberation Army.

The unit "has systematically stolen hundreds of terabytes of data from at least 141 organizations," Mandiant wrote. By comparison, the U.S. Library of Congress 2006-2010 Twitter archive of about 170 billion tweets totals 133.2 terabytes.

"From our observations, it is one of the most prolific cyberespionage groups in terms of the sheer quantity of information stolen," the company said. It added that the unit has been in operation since at least 2006.

Mandiant said it decided that revealing the results of its investigation was worth the risk of the hackers changing their tactics and becoming even more difficult to trace.

"It is time to acknowledge the threat is originating in China, and we wanted to do our part to arm and prepare security professionals to combat that threat effectively," it said.

In a statement faxed to The Associated Press, the Defense Ministry firmly rejected any involvement in hacking, saying Chinese law forbids all activities harming Internet security.

"The Chinese government has always firmly combated such activities and the Chinese military has never supported any form of hacking activity," the ministry said. "Statements to the effect that the Chinese military takes part in Internet attacks are unprofessional and are not in accordance with the facts."

Chinese Foreign Ministry spokesman Hong Lei did not directly address the claims, but when questioned on the report Tuesday, he said he doubted the evidence would withstand scrutiny.

"To make groundless accusations based on some rough material is neither responsible nor professional," Hong told reporters at a regularly scheduled news conference.

Reiterating a standard China government response on hacking claims, Hong said China itself is a major victim of such crimes, including attacks originating in the United States.

"As of now, the cyberattacks and cybercrimes China has suffered are rising rapidly every year," Hong said.

Mandiant's methodology used in the investigation was sound, said Massimo Cotrozzi, managing director of KCS Group, a London-based international cyber investigation consulting firm that was not involved in Mandiant's research.

"No one as yet has provided the world conclusive evidence of a link between the Chinese military and the attacks. This report is the nearest thing to conclusive evidence that I have seen," Cotrozzi said.

Mandiant said its findings led it to alter the conclusion of a 2010 report it wrote on Chinese hacking, in which it said it was not possible to determine the extent of government knowledge of such activities.

"The details we have analyzed during hundreds of investigations convince us that the groups conducting these activities are based primarily in China and that the Chinese government is aware of them," the company said in a summary of its latest report.

It said the hacking was traced to the 2nd Bureau of the People's Liberation Army General Staff's 3rd Department, most commonly known as unit 61398, in the Shanghai suburbs.

News of the report spread Tuesday on the Chinese Internet, with many commentators calling it an excuse for the U.S. to impose greater restrictions to contain China's growing technological prowess.

Graham Cluley, a British cybersecurity expert who was not involved in Mandiant's research, said people in the computer industry believe China's government is behind such attacks but have been unable to confirm the source.

"None of us would be very surprised or be uncomfortable saying we strongly suspect the Chinese authorities are involved in spying this way," said Cluley, a senior technology consultant for security firm Sophos in Britain.

"I think we are seeing a steady escalation" of sophistication in hacking, Cluley said. "This is really the new era of cybercrime. We've moved from kids in their bedroom and financially motivated crime to state-sponsored cybercrime, which is interested in stealing secrets and getting military or commercial advantage."

"Any types of cuts down here being that we serve the majority anybody that comes down to the base it's definitely going to be felt, extremely," said McKeithan.

Governor McDonnell is urging immediate action to prevent looming cuts in federal defense spending.

The governor says Northern Virginia and Hampton Roads are at the greatest risk if the cuts are implemented, and could force Virginia and other states into a recession.

Women have higher risk of hip implant failure

Feb. 18, 2013 ? Women appear to have a higher risk of implant failure than men following total hip replacement after considering patient-, surgery-, surgeon-, volume- and implant-specific risk factors, according to a report published Online First by JAMA Internal Medicine, a JAMA Network publication.

Total hip replacement, also known as total hip arthroplasty (THA), is more often performed in women than men. Sex-specific risk factors and outcomes have been investigated in other major surgical procedures and, in theory, might be more important to study in THA because of anatomical differences between men and women, the authors write in the study background.

Maria C.S. Inacio, M.S., of the Southern California Permanente Medical Group, San Diego, and colleagues examined the association between sex and short-term risk of THA revision. A total of 35,140 THAs with three years of median follow-up were identified in a study population in which 57.5 percent of the patients were women and the average age of the patients was almost 66 years. The patients were enrolled in a total joint replacement registry from April 2001 through December 2010.

"In our analyses of a large THA cohort, including a diverse sample within 46 hospitals, we found that at the median follow-up of 3.0 years women have a higher risk of all-cause (HR [hazard ratio], 1.29) and aseptic (HR, 1.32) revision but not septic revision (HR, 1.17)," the authors comment.

A higher proportion of women received 28-mm femoral heads (28.2 percent vs. 13.1 percent) and had metal on highly cross-linked polyethylene-bearing surfaces (60.6 percent vs. 53.7 percent) than men. Men had a higher proportion of 36-mm or larger heads (55.4 percent vs. 32.8 percent) and metal on metal-bearing surfaces (19.4 percent vs. 9.6 percent). At five-year follow-up, implant survival was 97.4 percent. Device survival for men (97.7 percent) vs. woman (97.1 percent) was significantly different. After adjustments, the hazard ratios for women were 1.29 for all-cause revision, 1.32 for aseptic revision and 1.17 for septic revision, according to the study results.

Billy Hunter voted out as director of NBA Players Union

Billy Hunter was ousted unanimously as executive director of the union by NBA players, who said Saturday they will ?no longer be divided, misled, misinformed.?

?This is our union and we have taken it back,? players? association president Derek Fisher said.

Fisher said it was a day of change for the union, one which had seemed inevitable since a review of the union last month was critical of Hunter?s leadership and urged players to consider whether they wanted to keep him.

They didn?t.

?We want to make it clear that we are here to serve only the best interests of the players,? Fisher said. ?No threats, no lies, no distractions will stop us from serving our memberships.?

In brief remarks, Fisher said a new executive committee was elected, and he will remain as president. The Spurs? Matt Bonner is vice president, Miami?s James Jones is secretary-treasurer and the Nets? Jerry Stackhouse is first vice president. The Clippers? Chris Paul and Willie Green, Golden State?s Stephen Curry, Denver?s Andre Iguodala, and the Hornets? Roger Mason, Jr. are vice presidents.

2013 NBA Slam Dunk contest judges announced

Clyde Drexler, Dikembe Mutombo, Hakeem Olajuwon, Rudy Tomjanovich, and Yao Ming will serve as judges in the 2013 NBA Slam Dunk (8pm ET, TNT), the NBA announced today. The five Houston Rockets legends will score all of the dunks in the first round (the Team Round) of the event.

Drexler played 15 seasons for the Rockets and Portland Trail Blazers, was a 10-time NBA All-Star, a two-time NBA Champion with the Rockets, enshrined in the Hall of Fame in 2004, and was a member of the 1992 USA Basketball Dream Team.

Mutombo, who played the final five seasons of his 18-year career with the Rockets, was a four-time NBA Defensive Player of the Year, an eight-time NBA All-Star, and currently serves as an NBA Global Ambassador.

Olajuwon is a two-time NBA Champion with the Rockets (1994 and 1995), a 12-time NBA All-Star, was named the 1993-94 NBA Most Valuable Player, and was enshrined in the Naismith Memorial Basketball Hall of Fame in 2008.

Tomjanovich played for the Rockets for 11 seasons while being named an NBA All-Star five times and coached the team for 12 seasons, including their back-to-back NBA Championships.

Yao was the number one overall pick for the Rockets in the 2002 NBA Draft and an eight-time NBA All-Star.

The 2013 NBA Slam Dunk will feature six dunkers competing in a two-round competition as part of All-Star Saturday Night, which will pit the Eastern Conference against the Western Conference in an exciting night of competition that will also raise money for charity.

The West features 2012 champion Jeremy Evans of the Utah Jazz along with the Los Angeles Clippers? Eric Bledsoe and the Denver Nuggets? Kenneth Faried.

Dunkers for the East include the Indiana Pacers? Gerald Green, Toronto Raptors? Terrence Ross, and New York Knicks? James White.

The 2013 NBA Slam Dunk contest will consist of the three Eastern Conference players competing against the three from the Western Conference in a two-round competition. Ecuador's Correa favored to easily win re-election

QUITO (Reuters) - Ecuadorean President Rafael Correa, one of Latin America's most outspoken leftist leaders, is almost certain to win re-election on Sunday thanks to heavy state spending that has benefited the poor.

The pugnacious and combative U.S.-trained economist has won strong support by using windfall oil earnings to give cash handouts to some 2 million people and expand access to healthcare and education.

Correa has a lead of as much as 50 percentage points over the nearest of his seven rivals in opinion polls.

"I notice the changes. I've benefited from initiatives to help small companies. My relatives are getting subsidies for the handicapped. Those are facts, not words," Luis Paredes, a 38-year-old who runs a small business repairing office furniture, said at a Correa rally in Quito.

Correa's confrontation with oil companies and Wall Street investors has helped him drum up nationalist fervor, but his impulsive outbursts and refusal to brook dissent have also led critics to describe him as a power-hungry authoritarian.

He took a leave of absence from the presidency to focus on campaigning, and for the past six weeks he has been tirelessly visiting windswept Andean hamlets, sweltering Amazon towns and urban slums in the country of 15 million.

"We already have a president, we have Rafael!" is a common chant at his campaign rallies. His rivals mostly drive through shantytowns in convoys, while saturating local media with campaign ads.

Three respected pollsters show the 49-year-old Correa, who caught the world's attention last year by granting asylum to WikiLeaks founder Julian Assange, as the clear front runner.

The Perfiles de Opinion polling firm recently showed him with 62 percent support. To avoid a second round, Correa needs to win 50 percent of the vote or 40 percent with a lead of 10 percentage points over the second-placed candidate.

Correa has been in power for six years and a victory on Sunday would give him another four years. In the decade before he came to office, three presidents were ousted by military coups and street protests.

His re-election could help shore up the ALBA bloc of left-wing leaders in Latin America. Venezuelan President Hugo Chavez has been the anti-American group's undisputed leader, but he is fighting cancer and may not be able to hang onto power.

Supporters admire Correa's unflinching style of government, but others are put off by his impetuous manner and his penchant for confrontation with reporters and bankers.

"People say he's arrogant and mean, but he gets things done," said political science professor Franklin Ramirez. "The key is that people can see the difference between political instability and a paralysis of the state in the past, with the extraordinary dynamism they see nowadays."

BANKER LEADS CHALLENGERS

Guillermo Lasso, a former banker and Correa's closest rival, has tried to woo voters with promises that he will lower taxes and foster private-sector growth.

Lasso, who as a teenager worked at a local stock exchange to pay for school and went on to lead one of Ecuador's largest banks, calls Correa a follower of "franchise socialism" that copies policies that Lasso says have failed in Venezuela and elsewhere in Latin America.

But the recent poll by Perfiles de Opinion showed Lasso has failed to cut into Correa's support and he is expected to win just 9 percent of the vote.

The six other opposition candidates run the gamut from former Correa ally Alberto Acosta, a leftist with a strong environmental agenda, to banana magnate and five-time presidential candidate Alvaro Noboa.

Adversaries say constitutional changes that Correa pushed through in 2008 allowed him to reshape state institutions to boost his power while placing allies in key posts. They accuse him of using a referendum to bypass a hostile Congress on an overhaul of the justice system.

Opponents also allege that Correa has accumulated power and persecuted private media in an ongoing dispute that has included launching several libel suits against critical newspapers and reporters. Correa insists he is a victim of the media.

He ended a 2012 interview by WikiLeaks' Assange with the phrase "Welcome to the club of the persecuted," comparing his own experience with the media to the former computer hacker's battle to avoid extradition from Britain.

Correa granted Assange political asylum to help him avoid being sent to Sweden where he is wanted for questioning in a sexual assault case. Assange is still holed up in Ecuador's embassy in London, unable to leave.

If Correa wins on Sunday, his main challenge will be to win over investors who have turned their backs on Ecuador. In 2008, Correa's government defaulted on $3.2 billion in foreign debt and in 2010 he forced oil companies to sign new contracts giving more revenue to the government.

As a result, direct foreign investment has generally been less than $1 billion a year, whereas neighboring Peru and Colombia received $7.7 billion and $13 billion respectively in 2011.

A major test will come this year in negotiations with Canada's Kinross to develop a large gold deposit, which could kick-start Ecuador's nascent mining industry.

Successfully navigating that deal would prove Correa is sufficiently pragmatic to reach a compromise with foreign companies, despite his anti-business rhetoric.

In the long term, Ecuador needs to reduce its reliance on oil revenue. For decades its economy has been at the mercy of crude prices.

Bernardo Acosta, an economics professor at the state-run San Francisco University, says Ecuador is even more vulnerable now because Correa has been spending too heavily.

"There's social progress, but citizens and businesses in Ecuador should think about the future, not only the present," Acosta said. "State spending and economic growth still depend on something we can't control: oil prices. If oil prices were to fall, Ecuador will be in economic dire straits."

UK retail sales fall unexpectedly in January

LONDON (Reuters) - British retail sales unexpectedly fell in January hurt by heavy snow, reviving worries that the economy may be slipping into a third recession since the onset of the financial crisis.

Sales volumes slipped 0.6 percent in both monthly and annual terms, the Office for National Statistics said on Friday, confounding economists' expectations for growth.

"The underlying picture is that the economy is bouncing along the bottom, so weather disruptions can easily tip it into negative territory," said Rob Wood, economist at Berenberg Bank.

Britain's economy has endured two recessions since the 2008 financial crisis and contracted again at the end of last year, coming closer to its third slump, although stronger recent economic data has raised hopes of modest growth in early 2013.

"This release brings a dip back on the table," Wood said.

Another recession would pile pressure on Britain's Conservative-led government, which has had to defend its austerity programme against criticism it is stifling growth.

The government says cuts are necessary to shrink a swollen deficit, but it also needs solid growth to meet its budget targets and bolster its chances of winning a 2015 election.

The pound hit a half-year low against the dollar and British government bonds extended gains after the retail data release.

Economists polled by Reuters had forecast a 0.4 percent rise in sales on the month and a 0.8 percent increase on the year. The ONS also revised December's numbers down.

Weather is not the only problem facing British consumers. High inflation has eroded their spending power in recent years, with real wages now at their lowest since 2003.

Little respite is on the cards. The Bank of England warned on Wednesday that inflation would remain high until 2016 and economic growth would be slow.

In a sign that it was not just the bad weather that is weighing on consumers, sales between November and January posted their steepest fall compared to the previous three months since March 2010.

In expenditure terms, retail sales account for roughly one fifth of Britain's gross domestic product.

FAIR-WEATHER SHOPPERS

The ONS said weak food sales, which posted their biggest monthly fall since May 2011, were the main reason behind the overall sales drop, with bad weather forcing some small grocers to close.

"Given it has come early in the quarter, there is some chance of catch-up in February and March," said David Tinsley, economist at BNP Paribas.

"But of course forgone food sales are not necessarily made good," he said, adding that a scandal over horse meat sold as beef might also hurt sales.

Unemployment figures next week will provide further clues about the state of the economy at the turn of the year.

One major British retailer has showed shoppers might be getting back to spending in February. John Lewis said on Friday that sales at its department stores jumped by more than a fifth last week compared to a year earlier. However, that number was flattered by heavy snowfall in February 2012.

The ONS said the quantity of food sold fell by 2.6 percent compared with January last year, touching its lowest volume since April 2004.

Meanwhile, the share of online food sales jumped by nearly a third, probably another reflection of the bad weather that kept shoppers at home. The increase in online shopping helped big retailers, the ONS said.

Retail sales excluding fuel fell 0.5 percent on the month but were 0.2 percent higher than in January 2012 - much weaker than economists' forecasts for rises of 0.4 percent on the month and 1.4 percent on the year.

Woman dies from bird flu in China

One of two people confirmed by health authorities to have contracted avian influenza, or H5N1, died in Guizhou province on Wednesday morning.

The 21-year-old woman died of multiple organ failure at Guizhou Provincial People's Hospital.

The woman and the other patient, a 31-year-old male, are both residents of Guiyang. They developed symptoms on February 2 and 3. Both tested positive for the H5N1 virus on Sunday, according to the Ministry of Health.

Specialists have not found any indication that the patients had close contact with poultry, nor have they found any connection between the two cases.

People who have had close contact with the two patients have been put under medical observation. None have exhibited any symptoms.

The human-transmissible form of avian influenza, also known as bird flu, is an acute respiratory infectious disease mainly caused by the deadly H5N1 virus. Symptoms resemble those for other types of flu, including headaches, sore throats and upset stomachs.

Humans get bird flu from poultry. No cases of sustained human-to-human transmission have been reported. Avian flu is not transmitted through well-cooked food. Humans get it from slaughtering and butchering infected poultry and touching areas contaminated by the droppings or saliva of infected poultry.

Inspectors in neighboring Chongqing municipality launched a 24-hour monitoring service during the holiday.

"We are on duty 24 hours during the holiday to watch the situation," a member of staff from the animal epidemic prevention and control division of Chongqing Agriculture Bureau said.

At the Anwen exit of the Chongqing-Guiyang Expressway, which links Chongqing to the Guizhou provincial capital of Guiyang, inspector Wen Lifa told Chongqing Daily that he and his colleagues examine animal cargoes, or relevant products, every day during the Spring Festival holiday.

They check quarantine certificates. If the cargo contains living animals, they observe the behavior of the animals to guarantee keeping the virus out of Chongqing, the paper said.

Saints could be shifting RB coach Bret Ingalls to offensive line

The New Orleans Saints may not be looking very far to fill their need for an offensive line coach caused by Aaron Kromer?s departure this off-season.

According to Pete Roussel of coachingsearch.com, the Saints are planning to shift running backs coach Bret Ingalls to the offensive line. Per Larry Holder of the New Orleans Times-Picayune, the Saints have already lined up several interviews this week for candidates to fill Ingalls? position as running backs coach.

Former Jacksonville Jaguars assistant Ron Prince interviewed for the job on Wednesday while Michigan State offensive coordinator Dan Roushar and former Kansas City Chiefs assistant head coach Maurice Carthon are also expected to interview this week.

Ingalls had previously worked as an offensive line coach at Northwestern before joining Sean Payton?s staff in 2009.

Amazon expands CBS content on Prime Instant Video, lands an Under the Dome exclusive

Amazon only managed to land a slice of CBS' library for Prime Instant Video on the first pass; it's coming back for a second helping, including one of its first cracks at genuinely recent content from the network. A widened licensing deal gives subscribers access to further CBS and Showtime series that include Jericho, The L Word and an unspecified number of other shows. And for those intrigued by the broadcaster's upcoming adaptation of Stephen King's Under the Dome, Amazon will be the only choice for many viewers: Prime Instant Video will be the exclusive home for subscription streaming and purchased downloads of the series, delivering streaming episodes about four days after their air date in order to shelter CBS' traditional advertisers. Amazon may not have have completely locked in an audience between this and the Downton Abbey deal, but the recent set of exclusives is likely to leave Netflix feeling nervous.
