Croatia's president: No doubts on joining EU

ZAGREB, Croatia (AP) ? Croatia has no second thoughts about joining the European Union despite the continent's economic crisis, and it supports enlarging the bloc even further to help bring about reconciliation in the once-warring Balkans, the country's president said Friday.

Ivo Josipovic told The Associated Press in an interview that after 10 years of painful membership negotiations, Croatia "did not have the opportunity to choose the time" of its formal EU entry, which is set for Monday.

The EU is in deep financial turmoil and Croatia's own economy has been in recession for five consecutive years, so the excitement of becoming the 28th member of the bloc has dimmed, though street festivities are planned starting Sunday.

"We are aware that we are not going to be perfect from the first of July," Josipovic said. "But, together with the EU we have better opportunities to fight the economic crisis than by being alone."

Croatia, a nation of 4.2 million, sees the EU "primarily as a peace project, and then a common market and economy," the president added. "That's the reason we are supporting our neighbors as well to join the EU."

It was only two decades ago that Croatia was ravaged by a war that killed some 10,000 people and left hundreds of thousands homeless when minority Croatian Serbs rebelled against Croatia's proclamation of independence in 1991.

The Serb-led Yugoslav army came to their rescue by relentlessly shelling and destroying many Croatian towns and villages. The war in nearby Bosnia was even more brutal, killing around 100,000 people and leaving millions homeless.

Croatia is only the second of the six former Yugoslav states to join the EU, after Slovenia became a member in 2004.

Serbia is likely to start EU membership negotiations in January; Montenegro is probably the next in line after Croatia to join; Macedonia's bid has been blocked by Greece over a name dispute; and Bosnia is far from joining because of bickering among its Muslim, Croat and Serb leaders.

Josipovic said Croatia wants to help its Balkan neighbors "politically and technically" gain EU membership.

"Being together in the EU means that any further conflict is senseless," Josipovic said. "It would be definitely the end of the tensions in southeast Europe."

Some EU countries, including Germany, have been reluctant about immediate further enlargement of the EU, primarily because of the ongoing financial crisis. Iceland has dropped its EU bid, while Britain is considering holding a referendum on whether to stay in the club.

The pro-EU voices in Croatia note that joining the bloc means Croatians could find jobs in more prosperous EU countries, that their country could attract more foreign investment, and that the EU's leadership in Brussels could help keep widespread corruption and economic mismanagement in check.

But euro skeptics worry that already plunging living standards will further decline, with increased taxes that could result in rocketing prices. They also fear that the opening of the labor market will result in other EU citizens occupying their jobs.

The Croatian president said Croatia had come a long way, and that joining the EU would help it progress even more.

"Croatia was destroyed in the war, not only physically," Josipovic said. "There are some consequences of the war still, but our negotiations (with the EU) show that a society like Croatia can recover from war, can make friendships, can make good relations with neighbors and fulfill very hard requirements from the EU."

Republicans Answer Obama With Drilling Bill

Just one day after President Obama unveiled his plan to bypass Congress and combat climate change using executive-branch regulations, House Republican leaders touted their proposal to vote Friday on legislation to expand offshore oil and natural-gas drilling.

The bill, sponsored by House Natural Resources Committee Chairman Doc Hastings, R-Wash., would require the Obama administration to implement a five-year leasing plan that moves forward with oil and gas drilling off the coasts of California, the Eastern states, and the Gulf of Mexico.

The bill is dead on arrival in the Democratic-controlled Senate, and the White House has threatened a veto. But the move is one more piece of evidence of the great distance between Obama and Republican leaders on combating climate change.

As long as both sides are talking past each other and pushing radically different policies, a bipartisan solution to climate change will remain elusive.

?Contrast [the bill] with the president?s policies,? Hastings said in the briefing Wednesday. ?Yesterday he made it pretty clear his energy policy essentially is a tax on energy.?

When asked about Obama?s climate-change plan, congressional Republicans focus almost exclusively on what they say would be its detrimental economic effects, and they ignore the scientific consensus that finds that human consumption of fossil fuels causes the Earth?s temperature to rise.

?Our argument with the president right now is, he?s picking winners and losers,? said House Majority Whip Kevin McCarthy, R-Calif., who refused to even use the word ?science? when asked whether Republicans think the science of climate change is settled.

In his speech at Georgetown University on Tuesday, Obama argued that the science behind global warming compels urgent action. ?I don?t have much patience for anyone who denies that this challenge is real,? Obama said. ?We don?t have time for a meeting of the Flat Earth Society. Sticking your head in the sand might make you feel safer, but it?s not going to protect you from the coming storm.?

Asked whether he thinks climate-change science is as convincing as Obama says it is, Sen. John Barrasso, R-Wyo., retorted: ?He talked about the Flat Earth Society. We have a very flat economy.?

?You used the word compelling,? Barrasso told a reporter. ?And I don?t think so. I think you have to focus on the American economy. The costs of the regulations are real. And the benefits are unknown.?

Meanwhile, some advocates of climate change are encouraging a focus on science and the health effects over economics. A talking-points memo sent Monday night ahead of Obama?s speech told the president?s supporters to downplay economic arguments and words like ?regulations.?

The memo includes a ?do?s and don?t?s? list of phrases to use when advocating for action on climate change. ?Do discuss modernizing and retooling power plants and innovation that will create green jobs,? reads one part of the 14-page memo. ?Don?t try to suggest net job increases.?

It’s not Rolocule’s first foray into virtual racquet sports, but it is the first that turns your iPhone into the controller and Apple TV into a gaming console. The Motion Tennis app, which costs $7.99, uses the iPhone’s gyroscope, magnetometer, and accelerometer to track the phone’s motion, so players can slice and slam shots across the court. All you need is an Apple TV and an iPhone: hook the two up, open the app, and you’re playing tennis. Rolocule is selling rolomotion ? its name for the technology that powers Motion Tennis ? on a few points, one being that it eliminates the necessity for a console system and lets people play on any Apple TV, anywhere. Rolocule will eventually be releasing Motion Badminton and Squash as well, and they’re working on a shooting game unofficially called “Die Zombies Die!” While Rolocule has only stepped into immediate competition with games like Wii Tennis today, it’s easy to see the implications of developing good console-free gaming. It’s a huge market to cut into, and rolomotion games are light, portable, and relatively cheap, excluding the $99 Apple TV. Rolocule raised an angel round in India last year with Mumbai Angels and Blume Ventures, though Gupta would not disclose how much they raised. He said that they might be looking to raise again, especially if they want to become leaders in this technology. I wouldn’t put it past them. It’s also a look into iPhone games that don’t involve tilting or swiping across the screen, which founder Rohit Gupta said has limited the creative breadth of games. That may be true, but it would seem that the first move for rolomotion would be to replicate every console game possible. Creativity can come after total game domination. Sony unveils Xperia Z Ultra with a 6.4-inch full HD display

Sony on Tuesday announced the world?s largest smartphone with a full HD display. In line with rumors, the Xperia Z Ultra is equipped with a massive 6.4-inch full HD 1080p display, compared to most phablets that have a 720p resolution, and Sony?s Triluminos technology for richer and more vibrant colors. With few flood-insurance options, Alberta promises quicker ...

Albertans who suffered massive losses due to flooding are unlikely to get much from insurers but the provincial government pledged Monday to simplify and accelerate the process for receiving financial assistance.

?In the past you had to be turned down by the insurance agency before you could then turn around and apply,? Finance Minister Doug Horner said. ?We?re going to change it up.?

Being turned down for claims based on overland flooding is a virtual inevitability, according to the Insurance Bureau of Canada (IBC), since insurance for that type of damage simply isn?t available.

?The purpose of insurance is really to spread the risk among the policy holders and overland flooding is a risk for only small percentage of the population,? said IBC spokesperson Steve Kee. ?Since most homeowners are not exposed to this risk, they won?t share in the cost, so to price something like flood insurance would be very high for the small number of people who might need it.?

Home insurance claims based on sewer backup are possible, he added, as are claims for vehicles damaged by flooding.

Kee said IBC has expanded its customer information centre in Alberta to answer insurance-related questions. The number to call is 1-800-377-6378.

As for provincial assistance, Horner said ?you?ll hear more about that as the week unfolds? but noted it will be forthcoming much faster than in the 2005 flood.

?We don?t want to have people waiting an inordinate amount of time because of some process,? he said.

We stumbled upon this stunning image and were quick to praise the miniature-looking seascape, but fellow Redditors were not as impressed.


LaxManKetchum uploaded the image calling it "Incredible Tilt Shift Photography," but a few online admirers jumped to point out that the technique used was not in fact tilt shift but Photoshop blurring, which doesn't sound at all as impressive. One commenter even created an improved version of the photograph.

(AP) ? Sen. John McCain says the diplomatic row between Washington and Moscow over admitted CIA leaker Edward Snowden is "reminiscent of the Cold War" and says the Obama administration must be tougher in its dealings with both Russia and China.

McCain said both China and Russia are "trying to assert their own spheres of influence" and the U.S. must respond more firmly. He accused President Barack Obama of "leading from behind" in an interview with CNN.

McCain also said he believes the 30-year-old Snowden is in Russia, even though its foreign minister, Sergey Lavrov, vehemently denied that Tuesday.

The Arizona Republican called on Obama to get tougher with Russian President Vladimir Putin, saying he "continues to stick his thumb in our eye."

McCain called Putin "an old KGB colonel apparatchik."

Socialists ahead in Albanian election count

TIRANA, Albania (AP) ? The Socialists appeared to hold an early lead as counting in Albania's election got under way Monday, a day after a deadly shooting outside a polling station.

Despite the shooting, international election monitors noted overall improvements ? seen as key test for the country's aspirations to forge closer ties with the European Union.

With less than a quarter of Sunday's votes counted, the Central Election Commission said the Socialists' coalition was taking 52 percent of the vote, while the Democrats had 37 percent. The Democrats, who are led by Prime Minister Sali Berisha, won 48 percent of the popular vote in 2009.

In Albania, parliamentary seats are awarded on a party's share of the vote in each of 12 districts. For example, a party which won 50 percent of the vote in a 12-seat district could expect to win six seats. There are 140 seats in parliament.

Turnout was 54 percent of some 3.3 million registered voters, according to CEC estimates. Sunday's election was the eighth since the fall of communism in 1990.

Election observers from the Vienna, Austria-based Organization for Security and Co-operation in Europe said an overhaul of voting procedures last year had helped improve the country's election standards, but expressed disappointment at a pre-election dispute over the make-up of the election commission.

"Voting proceeded well, but with technical irregularities, and counting was delayed in many areas," said Roberto Battelli, head of the monitoring mission.

Confident of winning, the Socialist leader Edi Rama said his opponent had a role to play in Albania's future.

"This is the moment in politics when losers should take part in the victory of their country ... Albania should hold its head high after these elections," Rama said.

Full results were not expected until Tuesday, and the Democrats insisted the early returns were misleading.

"When all the ballots are counted we shall be the winners," party official Gerti Bogdani said, calling for a "peaceful, calm and regular" vote-counting process.

Although the election campaign was highly acrimonious, it was generally considered peaceful until Sunday's shooting in the north Albanian city of Lac.

A police spokesman said Gjon Gjoni, 49, died after being shot in an exchange of fire that also wounded Mhill Fufi, 49, a candidate for Berisha's governing Democratic Party, and a relative of Fufi.

The violence drew condemnation from an EU official.

"Violence is simply not acceptable and cannot be tolerated," Ettore Sequi, the EU ambassador to Tirana, told Associated Press television." These elections are a crucial test for the democratic maturity of the country a test for the smooth functioning of the Albanian institutions."

In 2009, three people were killed in politically motivated attacks during the campaign. They Socialists boycotted the parliament for a long time in protest to what it called manipulation from the governing Democrats.

Albania, now a NATO member despite a rocky road to democracy, has been denied EU candidate status twice since 2009 because of criticism that it has not done enough to fight corruption and proceed with democratic reforms that include its ability to hold elections that comply with international and European standards.

Last month, parliament held an extraordinary session to pass the last three laws in a series of 12 key recommendations required by the EU as part of the country's quest for eventual membership.

Mystery of the gigantic storm on Saturn

June 24, 2013 ? We now understand the nature of the giant storms on Saturn. Through the analysis of images sent from the Cassini space probe belonging to the North American and European space agencies (NASA and ESA respectively), as well as the computer models of the storms and the examination of the clouds therein, the Planetary Sciences Group of the University of the Basque Country has managed to explain the behaviour of these storms for the very first time. The article explaining the discovery, the lead author being Enrique Garc?a Melendo, researcher at the Fundaci? Observatori Esteve Duran -- Institut de Ci?ncies de l'Espai, of Catalonia, was published in Nature Geosciences.

Approximately once every Saturnian year -- equivalent to 30 Earth years -- an enormous storm is produced on the ringed planet and which affects the aspect of its atmosphere on a global scale. These gigantic storms are known as Great White Spots, due to the appearance they have on the atmosphere of the planet. The first observation of one of these was made in 1876; the Great White Spot of 2010 was the sixth one to be observed. On this occasion the Cassini space vehicle was able to obtain very high resolution images of this great meteorological structure. The storm initiated as a small brilliant white cloud in the middle latitudes of the northern hemisphere of the planet, and grew rapidly and remained active for more than seven months. Over this time an amalgam of white clouds was generated which expanded to form a cloudy and turbulent ring with a surface area of thousands of millions of square kilometres. Two year age the Planetary Sciences Group presented a first study of the storm and which was published on the front cover of Nature on the 7th of July, 2011. Now, with this new research, the hidden secrets of the phenomenon have been revealed, studying in detail the "head" and the "focus" of the Great White Spot.

The team of astronomers analysed the images taken from the Cassini probe in order to measure the winds in the "head" of the storm, the focus where the activity originated. In this region the storm interacts with the circulating atmosphere, forming very intense sustained winds, typically of 500 kilometres an hour. "We did not expect to find such violent circulation in the region of the development of the storm, which is a symptom of the particularly violent interaction between the storm and the planet's atmosphere," commented Enrique Garc?a. They were also able to determine that these storm clouds are at 40 km above the planet's own clouds.

Information about the mechanisms causing meteorological phenomena

The research revealed the mechanism that produces this phenomenology. The team of scientists designed mathematical models capable of reproducing the storm on a computer, providing a physical explanation for the behaviour of this giant storm and for its lengthy duration. The calculations show that the focus of the storm is deeply embedded, some 300 km above the visible clouds. The storm transports enormous quantities of moist gas in water vapour to the highest levels of the planet, forming visible clouds and liberating enormous quantities of energy. This injection of energy interacts violently with the dominant wind of Saturn to produce wind storms of 500 km/h. The research also showed that, despite the enormous activity of the storm, this was not able to substantially modify the prevailing winds which blow permanently in the same direction as Earth's parallels, but they did interact violently with them. An important part of the computer's calculations were made thanks to the Centre de Serveis Cient?fics i Acad?mics de Catalunya (CESCA), and the computer services at the Institut de Ci?ncies de l'Espai (ICE), also based in the Catalan capital of Barcelona.

Apart from the curiosity of knowing the physical processes underlying the formation of these giant storms on Saturn, the study of these phenomena enable us to enhance our knowledge of the models employed in research into meteorology and the behaviour of Earth's atmosphere, in a very different environment and impossible to simulate in a laboratory. "The storms on Saturn are, in a way, a test bank of the physical mechanisms underlying the generation of similar meteorological phenomena on Earth," commented Agust?n S?nchez Lavega, Director of the Planetary Sciences Group at the UPV/EHU.

Three Lebanese soldiers killed in fighting with anti-Hezbollah group

BEIRUT (Reuters) - Three Lebanese soldiers were killed in the coastal city of Sidon on Sunday in clashes with followers of a Sunni Islamist cleric who is a fierce critic of Hezbollah's military intervention in neighboring Syria, a security official said.

Sources in the city said the fighting broke out when a follower of Sheikh Ahmed al-Assir was arrested at an army roadblock in Sidon, 40 km (28 miles) south of Beirut.

The clashes were followed by fighting between Hezbollah members based in the mostly Sunni city and Assir's followers in which automatic weapons and shoulder fired rockets were used, the sources said.

Iranian-backed Hezbollah, a Shi'ite militant group, has been fighting on behalf of President Bashir al-Assad's forces against mostly Sunni rebels trying to topple him.

Snowden in a 'safe place' as U.S. prepares to seek extradition

WASHINGTON (Reuters) - The United States has filed espionage charges against Edward Snowden, a former U.S. National Security Agency contractor who admitted revealing secret surveillance programs to media outlets, according to a court document made public on Friday.

The charges are the government's first step in what could be a long legal battle to return Snowden from Hong Kong, where he is believed to be in hiding, and try him in a U.S. court. A Hong Kong newspaper said he was under police protection, but the territory's authorities declined to comment.

Snowden was charged with theft of government property, unauthorized communication of national defense information and willful communication of classified communications intelligence to an unauthorized person, said the criminal complaint, which was dated June 14.

The latter two offenses fall under the U.S. Espionage Act and carry penalties of fines and up to 10 years in prison.

A single page of the complaint was unsealed on Friday. An accompanying affidavit remained under seal.

Two U.S. sources, speaking on condition of anonymity, said the United States was preparing to seek Snowden's extradition from Hong Kong, which is part of China but has wide-ranging autonomy, including an independent judiciary.

The Washington Post, which first reported the criminal complaint earlier on Friday, said the United States had asked Hong Kong to detain Snowden on a provisional arrest warrant.

Hong Kong's Chinese-language Apple Daily quoted police sources as saying that anti-terrorism officers had contacted Snowden, arranged a safe house for him and provided protection. However, the South China Morning Post (SCMP) said Snowden was not in police protection but was in a "safe place" in Hong Kong.

Hong Kong Police Commissioner Andy Tsang declined to comment other than to say Hong Kong would deal with the case in accordance with the law.

Snowden earlier this month admitted leaking secrets about classified U.S. surveillance programs, creating a public uproar. Supporters say he is a whistleblower, while critics call him a criminal and perhaps even a traitor.

He disclosed documents detailing U.S. telephone and Internet surveillance efforts to the Washington Post and Britain's Guardian newspaper.

On Saturday, Hong Kong's SCMP said Snowden had divulged information to the newspaper showing how computers in Hong Kong and China had been targeted.

The SCMP said documents and statements by Snowden show the NSA program had hacked major Chinese telecoms companies to access text messages, attacked China's top Tsinghua University, and hacked the Hong Kong headquarters of Pacnet, which has an extensive fiber optic submarine network.

The criminal complaint was filed in the Eastern District of Virginia, where Snowden's former employer, Booz Allen Hamilton, is located.

That judicial district has seen a number of high-profile prosecutions, including the spy case against former FBI agent Robert Hanssen and the case of al Qaeda operative Zacarias Moussaoui. Both were convicted.

'ACTIVE EXTRADITION RELATIONSHIP'

Documents leaked by Snowden revealed that the NSA has access to vast amounts of Internet data such as emails, chat rooms and video from large companies such as Facebook and Google, under a government program known as Prism.

They also showed that the government had worked through the secret Foreign Intelligence Surveillance Court to gather so-called metadata - such as the time, duration and telephone numbers called - on all calls carried by service providers such as Verizon.

President Barack Obama and his intelligence chiefs have vigorously defended the programs, saying they are regulated by law and that Congress was notified. They say the programs have been used to thwart militant plots and do not target Americans' personal lives.

U.S. federal prosecutors, by filing a criminal complaint, lay claim to a legal basis to make an extradition request of the authorities in Hong Kong, the Post reported. The prosecutors now have 60 days to file an indictment and can then take steps to secure Snowden's extradition from Hong Kong for a criminal trial in the United States, the newspaper reported.

The United States and Hong Kong have "excellent cooperation" and as a result of agreements, "there is an active extradition relationship between Hong Kong and the United States," a U.S. law enforcement official told Reuters.

Since the United States and Hong Kong signed an extradition treaty in 1998, scores of Americans have been sent back home to face trial. However, the process can take years, lawyers say.

Under Hong Kong's extradition process, a request would first go to Hong Kong's chief executive. A magistrate would issue a formal warrant for Snowden's arrest if the chief executive agrees the case should proceed.

Simon Young, a law professor at the University of Hong Kong, said the first charge of theft against Snowden might find an equivalent charge in Hong Kong, needed to allow extradition proceedings to move forward, but the unauthorized communication and willful communication charges may be sticking points that lead to litigation and dispute in the courts.

What ever the Hong Kong courts decide could be vetoed by the territory's leader or Beijing on foreign affairs or defense grounds.

An Icelandic businessman linked to the anti-secrecy group WikiLeaks said on Thursday he had readied a private plane in China to fly Snowden to Iceland if Iceland's government would grant asylum.

Iceland refused on Friday to say whether it would grant asylum to Snowden.

(AP) ? A huge-headed, duck-footed mix of beagle, boxer and basset hound was the upset winner at the 25th annual World's Ugliest Dog Contest.

Walle (WAHL-ee), a 4-year-old mutt from Chico, Calif., who was entered at the last minute, was judged Friday as the most unsightly of 30 dogs at the Northern California competition.

"This dog looked like he's been photo-shopped with pieces from various dogs and maybe a few other animals," judge Brian Sobel said.

Walle overcame the dominance in recent years by nearly hairless Chihuahuas, Chinese cresteds, or combinations of the two.

Owner Tammie Barbee got the dog when he was three months old.

"People come up to me and say that dog is not right," Barbee said, "but I love him."

Judges said they were especially impressed by Walle's bizarre waddle of a walk.

Walle wins $1,500 and will make several network TV appearances next week, including NBC's "Today" show and ABC's "Jimmy Kimmel Live."

The contest at the Sonoma-Marin Fairgrounds gets worldwide attention, with media from around the world traveling to Petaluma, about 40 miles north of San Francisco.

Organizers say the dogs are judged for their "natural ugliness in both pedigree and mutt classes."

France to maintain nuclear arsenal after Obama call

PARIS (Reuters) - France is not ready to reduce its nuclear arsenal for now, Defense Minister Jean-Yves Le Drian said on Thursday, a day after U.S. President Barack Obama offered to cut deployed weapons as part of a global push to lower stockpiles.

Speaking in Berlin, Obama urged Russia to help build on the "New START" treaty that requires both countries to cut stockpiles of deployed nuclear weapons to 1,550 each by 2018.

"Barack Obama is proposing to Russia that together they reduce. That's fine but that is not how we see things," Le Drian told France Info radio, saying France had already narrowed its arsenal to just under 300 warheads.

"The real issue is nuclear proliferation ... it's the future risk of Iran getting a nuclear weapon," he added.

Moscow gave Obama's call for a cut in deployed arsenals of one third a frosty reaction, saying it could not take such proposals seriously while Washington was beefing up its own anti-missile defenses.

Obama's vision of a "world without nuclear weapons" set out in a speech in Prague in 2009, three months into his presidency, earned him the Nobel Peace Prize. But his mixed results so far have fuelled criticism that the prize may have been premature.
